Is it true that everything that befalls a man is because of his ill deeds?

No, no, that was a particular situation in the Holy Qur’an, which is discussed in that verse which we have quoted. It is not a generalized situation, because the Holy Qur’an, in other places, contradicts this concept that everything which befalls a man is because of his ill deeds. Because in one place, in one verse, the Holy Qur’an warns people against calamityβ€”nationwide calamityβ€”which will not make a distinction between good and bad. And even the good people would suffer in such calamities as may befall man, or a very wide nationalβ€”I meanβ€”volume and application. So, that contradicts this conception, because if everything befalls one because of his own ill deeds, then how can you interpret this verse? That verse, which we have just mentioned, applies to a certain situation alone.
